Hugh Kweku Fraser

Managing Partner

Hugh Kweku Fraser is a banker and private sector development consultant specialising in SME access to finance (A2F). He has designed and managed two SME credit guarantee schemes as well as grant funds. His 30+ years’ experience has been gained from West, East and Southern Africa. He is frequently engaged to undertake A2F/Financial Inclusion assignments. 

He has managed several MSME access to finance donor-funded projects mainly for development partners: including the World Bank Group, AfDB, The EU, IFAD, UNDP, FCD0 (DFID), SIDA, USAID, AfDB and DANIDA. The assignments can be categorised as follows: Project management; Evaluations; Studies, Surveys & Research; Institutional Design, Policy Advisory & Restructuring; Strategic Planning & Capacity Building.  

For 11 years up to September 2009, Hugh was Executive Director of Business & Transaction Advisory Services at Ernst & Young Tanzania and was also MSME finance leader for Ernst & Young Africa firms covering 14 countries. Hugh also has considerable public sector consulting experience covering organisational restructuring, human capital consulting and public sector programme evaluations. He has contributed to various journals and magazines, including the chapter on ‘Microfinance in Sierra Leone’ for the 2013 publication of the International Growth Centre’s: Economic Challenges and Policy Issues in Early 21st Century Sierra Leone
